Can Burnham Turn Britain Into A Web3 Hub? Crypto Reads The New PM’s Record

Andy Burnham took office as the UK’s seventh prime minister in 10 years on Monday, and crypto executives are watching whether the former Manchester mayor eases Labour’s cautious digital asset stance.

    Key Points:

    • Andy Burnham replaced Keir Starmer as UK prime minister on Jul. 20 after an unopposed Labour leadership run.
    • Executives expect a friendlier tone on digital assets, while the FCA framework set for 2027 keeps advancing.
    • Burnham once said he wanted Manchester to become a Web3 powerhouse.

    Burnham Takes Office

The 56-year-old formally replacedKeir Starmer on Monday after accepting an invitation from King Charles III to form a government, capping a rapid rise that began with his Jun. 18 by-election win in Makerfield. Starmer announced his resignation in June following heavy local election losses. Burnham then ran unopposed for the Labour leadership and was confirmed on Jul. 17.

Crypto firms greeted his arrival with guarded optimism. Industry figures view him as more receptive to digital assets than much of Labour’s senior leadership, though he has never published a detailed policy on the sector.

    Crypto Regulation Outlook

Nick Jones, chief executive of UK digital asset platform Zumo, said Burnham has consistently backed the sector’s economic potential and will likely stick with the current growth-focused approach. Tom Rhodes, chief legal officer at stablecoin issuer Agant, was blunter, saying regulators remain independent and “cryptoasset regulation is nearly settled.” Benoit Marzouk, who runs sterling stablecoin issuer tGBP, expects pragmatism from the new government rather than grand gestures.

The framework has moved regardless, with legislation passed in February pulling exchanges, stablecoin issuers and custodians inside the regulated perimeter ahead of a Financial Conduct Authority authorization regime starting Oct. 25, 2027. Starmer’s government also imposed a March moratorium on crypto donations to political campaigns, and analysts consider a full reversal under Burnham unlikely.

    Burnham Web3 Record

Burnham’s warmth toward the industry dates to a 2024 Manchester event hosted by the Manchester Blockchain Alliance and Coinbase-backed Stand With Crypto, where he told entrepreneurs the city could become a “web3 powerhouse.” He conceded at the same event that his technical grasp of crypto remains basic.

The lobbying group’s own tracker still lists him as having no formal position on the sector.

Prediction markets tracked his rise long before Monday.

Polymarket traders priced Burnham at roughly 97% to become prime minister in late June, with about $12.5 million staked on the contract, and volume grew to around $16.65 million by the time the race resolved in his favor.
