    CLARITY Act Reshapes Crypto Regulation

    Why It Matters

    The House Financial Services Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence will hold a hearing in New York’s financial district on Friday, July 17, to examine the CLARITY Act and its potential impact on federal cryptocurrency regulation.

    The legislation would establish a framework for classifying and overseeing digital commodities, stablecoins, and other crypto products, potentially reshaping how the federal government regulates digital assets. Democrats have raised concerns about whether proposed ethics provisions would strengthen or weaken accountability standards.

    The Clarity Act Hearing and Market Structure

    The Securities and Exchange Commission recently issued a formal clarification on the application of federal securities laws to crypto assets, outlining categories including digital commodities, digital collectibles, digital tools, stablecoins, and digital securities. The guidance also addressed when a non-security crypto asset may become, or cease to become, subject to an investment contract.

    The CLARITY Act hearing is expected to provide lawmakers and industry stakeholders an opportunity to discuss the legislation’s approach to digital asset market structure.

    Crypto and fintech companies have continued lobbying on digital asset regulation. Binance.US filed disclosures in the first quarter of 2026 and fourth quarter of 2025 related to the Digital Commodities Intermediaries Act and market structure discussions. Franklin Resources Inc. reported more than $250,000 in first-quarter 2026 lobbying expenditures focused on digital asset market structure initiatives and stablecoin legislation. FIA Inc. disclosed $250,000 in second-quarter 2025 lobbying activity related to H.R. 3633 and bank participation in regulated markets.

    Hearing Details

    The House Financial Services Subcommittee on Digital Assets, Financial Technology, and Artificial Intelligence, is chaired by Rep. Bryan Steil (R-WI). Rep. Tom Emmer Jr. (R-MN) serves as vice chair, and Rep. Stephen Lynch (D-MA) serves as ranking member.
